Taken as a wealth star. 祿存 governs what's kept rather than what's earned, and those two are frequently in different palaces.
祿存 is set by the year stem, sits in a fixed place, and is the most direct resource star in the system. Its image is the reserve behind a salary — not a windfall but the part that's steady and stays.
It has a structural feature worth knowing: the palaces either side of 祿存 are 擎羊 and 陀羅 without exception. Which is to say that what you keep has attrition pressed against it on both sides. The tradition puts this bluntly: where there are savings there is someone thinking about them, and where there is resource there is wear. 祿存 is not a riskless safe.
So the practical reading is the position of keeping rather than the position of getting rich. It tells you which area can bear accumulation; how you earn is a question for 財帛宮 and the main stars.
