地劫 is the downward one of the pair. Its difference from 地空 is where it happens: 地空 falls short at the point of conception, 地劫 has a piece taken partway through. One is a gap at the start, the other attrition in the middle.
The tradition describes 地劫 alarmingly, but what it actually reports is variance: outcomes in this palace are spread wider, and a wide spread is especially unkind to a plan budgeted to exactly enough. So the response isn't avoidance, it's slack — the same variance is only an incident inside a system with buffer.
