How is Phone Number worked out?

Symbols and a leading 00 are removed, the digits are added, and the sum is reduced to one digit (11, 22 and 33 are kept). The last four digits get their own number. Seven patterns are checked, such as a digit three times in a row, four in sequence, or repeated 8s or 4s.
